That’s a fair assessment Neal although I’d go further and add that I don’t think it ever worked for the city, otherwise it wouldn’t have become what it was by the 1980s. These places were generally built by architects and planners with no thought to the inhabitants so were doomed from the beginning. You can achieve high density levels with well-designed terraced housing but the brave new world was to knock down all that went before and start again with something radical, which, largely has been a social and architectural failure.

It may not be universally popular but I quite like some of the work done on defensible space by Alice Coleman in Utopia on Trial and ridding estates and buildings of some of their more dehumanising features.

The key is to focus on social and economic aspects alongside the built environment. If you put a bunch of socially maladjusted people into a palace and leave them to it, it’ll soon become a slum.
