Boyo, there's a lengthy reddit thread about this, here is an excerpt:

"In the United States one of the most popular tattoos for identification purposes is the government issued Social Security number, or at least that was the case when Social Security was first started. The first Social Security card (055 09 0001) was issued in 1936. In the intervening years, 320 million cards have been issued. When this numbering system was first created, it was considered a boom for the tattoo artist. Red Gibbons, then tattooing in Portland, Oregon, stated in a 1937 news article, that he and Sailor Walter were working overtime in their Burnside Street shop just tattooing Social Security numbers on the arms and legs of folks who didn’t want to be caught without their numbers."

Also taken from that thread:

"Oregon, August 1939. "Unemployed lumber worker goes with his wife to the bean harvest. Note Social Security number tattooed on his arm."(And now a bit of Shorpy scholarship/detective work. A public records search shows that 535-07-5248 belonged to one Thomas Cave, born July 1912, died in 1980 in Portland. Which would make him 27 years old when this picture was taken.) Medium format safety negative by Dorothea Lange."

Great piece of info and great additions to the forum, particularly as we approach the 75th anniversary of the Grapes of Wrath (October 2013). I am really fascinat by this era. For those of you who share this interest, I really recommend the works of Sanora Babb. Fascinating and stimulating reading.
