Hey Charlie, I read that Levi's opened a number of factories in California during the 1940s, including (in order, I think):
1) San Jose - details unknown
2) Santa Cruz (269-271 Front Street, opened April 1944), exclusively made jeans
3) Vallejo (post-1945)

I also used that newspaper article that buler posted above. In addition, there was a mention of some of these factories in Lynn Downey's book on Levi Strauss. I also found this:
