According to an annual report from the West Virginia Depart of labor from around 1920, there were a number of woolen mills in operation in West Virginia, although I assume they were relatively small. At the time, woolen clothes were worn more than they are today and clothing generally was also heavier than that used today, probably because heavier cloth will last longer and indoor heating systems were not so efficient.
 
That was also about the time that child labor was being outlawed.
