The jacket on the guy on the right in the last pic looks a lot like the Hellers Nonpareil one that I have. I wonder if that was the inspiration for it.

It would seem to be a deception operation, given the non-native American appearance of the fellows in braided wigs.  Back in the day,  White settlers or "Wild Yankees" in Pennsylvania, Maine, Vermont and elsewhere would disguise themselves this way to go on raids to protest the loss of land to surveyors and land agents.  Here's a paraphrased quote from Daniel Richter's Friends and Enemies in Penn's Woods:

In July 1804, Edward Gobin, a surveyor employed by Pennsylvania land speculators, was found shot to death.  In offering a reward for the capture of the perpetrators, the Governor of Pennsylvania described "a company consisting of about eighteen persons, dressed like Indians."

Either that or it's the world's worst dress-up party...

Judging by the pump-action carbine, could be Colt Lightning in which case the photo is from 1884 or realistically later.

LOL

Dress up party it is, then.  (Assuming the whole use a bad Native American disguise to shoot people you don't like fad had passed by then.)

There ought to be a Shazam like service for photos, where you could pop up a pic and the site could tell you where it came from........

Metropolitan Utility District construction, 1897:

Interesting to see some in duck cloth! Most of the photos I find have no duck in them. Sansome said that duck was most prevalent in the 1870s, not as much in the 1880s, and very little in the 1890s.
